im 16/f i like this guy. lets call him tom and he went out with his ew g/f for like 2 years. lets call her sam. they had a really bad relationship and they always fought and honeslty didnt love eachother they just didn't know anything else. so sam breaks up with him and he asks me for advice. i help him through it and now we're like dating but not officially. he tells me he loves me but only when he feels like it. how does he really feel?

From what you told me, it's hard to know how he really feels. Something you want to watch for is that you are not a rebound girlfriend. Give it some time, if it was meant to be it will work out.
