Should I give away the dog?

My parents found a dog at the mall. It was at the mall for so long without a home and the man needed someone to take it... So I told my parents to do it and they did. We took it home and we gave it some food because it was very skinny and now it's being really bad. It runs lose all the time and just now it was chasing after a car and we thought we would never see it ever again. I was getting tears in my eyes, even though I didn't like him that much. I'm actually afraid of him. He scares me. I don't like it when dogs jump all over. We're thinking about giving him away... But I don't know. I think someone is going to treat it poorly, but he's really a pain in the butt... so should I give him away? I don't know what to do...
