You answered your own question! Changing environments causes MAJOR stress in all animals, causing some to be sick, or simply losing their appetites. In the next few days he/she should be eating. Leave the budgie alone (like don't handle it at all) until he/she starts eating again. When we got our budgie, he didn't eat for at least a couple days, but soon enough his appetite returned!

I know what a budgie is! Who-hoo! Haha
Most likely he/she is not eating because of stress. Let it get used to its new surroundings and don't handle it or its friend for a few days. Keep it in a quieter/less active part of your house.
He might also be sick, so look for other clear signs (you'll know because he won't look normal or be acting normal).
If he shows possible signs of sickness, or he still continues to not eat, see a vet.

What is a budgy? I'm supposing it is a hamster or gerbil or something and it most likely is just nervous or getting used to it's environment. Hope I helped!
