muscle weighs a lot more than fat, so you are definately seeing muscle, i would recomend running, or biking, it works your whole legs, as well as your calves so they will still be in shape, but probably not as big

Is it muscle you're seeing on your calves? Because my calves are larger than average, but it's 100% muscle. If not, then try doing something like squats, those work a lot of different muscles in your legs.

They will most likely get less fatty. If you run, it works your entire body so you will burn lots of fat if you make a habit of running!
