But I can't help it if I'm just a fool
Always having my heart set on you
'Till the time you start changing the rules
I'll keep chasing the soles of your shoes

It can seem romantic to some, but if the other person really doesn't like the person, it's just creepy or scary. [ giant_lizard's advice column | Ask giant_lizard A Question ]

I think it means someone is chasing someone (because they like them), but they feel foolish for doing it, because maybe the other person doesn't want to be bothered with them? And then they're saying that until the person they're chasing after changes the rules (as in tells them to stop, maybe), they're gonna keep going after them. Hehe, cute. :] [ heyybaby's advice column | Ask heyybaby A Question ]
