You should just ignore those dumb-ass guys. Your just not fully developed yet. I am really flat but one of my best freinds, he's a guy, said if you are skinny, small boobs look better. They are just being perverted. If you really care, buy a padded bra or something. Or say something mean back to them like, well at least I don't have pimples all over my face or something like that. Or be sexy and say why are you looking at my chest? Or Oh so you noticed? Or you can just say So what why do you even care? Just don't worry about it pretty much! Being flat is betting then being too big!

Oh, I'm sorry you should really ignore those guys I mean so what yur not developed do they really think you'd date them if you were? I mean really their just trying to get to you. Boobs don't matter you don't just have to have boobs to get a bf or be considered pretty. Next, time they say that, say yeah for now, or say yeah ik so they know it's not bugging you.
