layouts?

so does anybody know where i can make my own layouts? like.. i don't mean just colors, i mean like nice pictures and stuff.
also, does anyone know what program i could use to make banners for people.

anything would help, and i'll be sure to rate you well. thanks in advance

You could try jasc psp but it would take a long time to learn all this stuff.
