I can almost guarantee your thighs are not over muscled from the sound of your experience level in regard to fitness, which is not a bad thing at all. The way to make anything thinner is by good diet, not treadmills or squats both of these either contribute to cardiovascular health or build muscle and do not make anything thinner. Get your diet as clean as it can possibly be and dont be afraid to take in calories...your body needs them anyway. Eat at least 4 times a day and use your logic regarding what to eat and what not to eat which I trust is something you can use your discretion on.
