These people vary from gender, race, and age and are usually in this business because they had no where else to go. In many cases, they have been doing this since they were young children. They're pretty much looked down upon by most of society, though they've been around since before the written word.
A hoe is like a long stick with a flat peice of metal on the end. It is used to smooth out the dirt on a peice of land so that seeds can be planted. If you have ever read the Beatrix Potter books, you may have noticed that Mr. McGregor sometimes chases Peter Rabbit with his hoe (though he often prefers a rake).
