It's semi-random. No, it has nothing to do with becoming a level 2 moderator. You will proabably never be a level 2 mod. ]
Taken straight from the Advicenators.com FAQ:
Okay, to be a featured user (shown on the main page) you must meet all these criteria:
Have some bio information down (you can also do this on your settings page) that we don't mind showing on the main page (that means it's gotta be clean and nice-sounding)
Have "yes" checked for the featured user option (you can do this on your settings page, too)
Have at answered at least 100 questions
Have been a member at least thirty days
Have a rating of 4.5 or higher
Have never been banned by an administrator
Have updated your column in the last 48 hours
Have not been featured in the past 30 days
Each day there's a script that automatically makes a list of all the people who qualify for featured userdom and picks one of these people at random.
It's very important that you check or uncheck the featured user option, depending on what you want. If you're chosen as a featured user, you're it for the day. You can't change the option and pull yourself off, you have to contact a site moderator to choose another one, which could take a while. So if you don't want to be featured, make sure the button for it on your settings page isn't checked!
That's all there is to it. ]
