Getting a girl friend can be quite easy if you just know how to treat girls.
First off - Attitude towards women
Girls love guys who ARE NOT sleazy. They don't care about how many girl friends you have had or how much 'experience' have. They care if you're sweet, nice, considerate, respectful and yourself. You also got to be interested in knowing what they like or at least act like you do.
Second - Meeting girls
If you go to a co-ed school helps to getting a girl friend. If not try asking a friend to hook you up or if you're not up to a blind date how bout going to parties. You could even join a outside of school co-ed activity such as baseball or something. Or ask girls you don't know but see them at the mall out or something.
Lastly - Asking them out
Asking a girl out is quite nerve-racking sometimes scary but you have to over come this fear. If its a girl you know start a casual, comfortable conversation like music or something. Then calmly ask for there phone number or ask them out. Be sure to not pop up the question to early in the conversation. Also when asking don't sound nervous, look away, fiddle with fingers. You got to show confidence but at the same time be cool about it as though you've done this stuff all before.
However, if you don't know this girl and just trying to get the random, mysterious, cute girl's phone number you need to start up a small conversation. Try using an excuse to talk to her like 'Excuse me? Wait, sorry I thought you were my friend... But anyway I'm (whoever you are) and you are?' Then once you find out her name talk about something not random like just say she's holding an iPod be like 'You like music, I listen to rock' Or something then once she answers back ending the conversation in silence then ask the question.
Tips
*DO NOT get to clingy or to distant
*DO NOT ask her whether or not she's going to go 'far' with you. She'll tell you when she's ready
*Be sure to buy her alot of things
*DO NOT talk bad about her friends or family
