Kizlode answered Wednesday December 14 2005, 4:39 am: This is simply a statement that says that if Canada (or any other country for that matter) was nat able to produce enough food for the needs of it's population it could become dependant on importing food from other countries to cover whatever shortfall there would be, for example if you had a population of 100 people and they each needed a sack of grain a day but you could only produce 80 sacks of grain a day then you would have to import the other 20 and wouldn't be able to feed everyone without those imports.
