Hello there,
The missing folder options problem is almost always easily solved if you know where to look.
If you are comfortable making changes to your registry:
You should open regedit, and navigate to this entry:
HKEY_LOCAL_MACHINESoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer
There should be an option titled "NoFolderOptions"
This should have a value of dword:0000000
How this happened is another matter. If you are using TweakUI or something like that, you may have inadvertently set this as part of a security tweak.
If not, there are some pieces of spyware that will turn this off in the hope that it will keep you from finding all the garbage they put on your computer.
If you have WinSpy installed on the computer, that can also turn this off.
No matter what, it would be best to start with a full spyware scan AdAware and Spybot Search and Destroy would be two favorites to get you started.
Let me know how you make out.

If you look down to the wnswers below the ads, you will find a link to a zip file containing a .reg file you can simply double click to fix the problem.
