employment withheld my last weeks wages because i did not give a weeks notice i only worded for two weeks .can he do this

my dad said ( he is a lawyer) but i don't know how much help this will be . it depends on who you work for . so i guess he can but i think he / she eventualy must pay you for your hours. hope i helped
