i do it to be playful and flirtatious, some dudes use it as a signal. but i think its used most of the time as an "Im just messing with you" expression.

3. Friendliness
4. I find you attractive
5. It's cool
6. Don't worry
Mostly it is open to interpretation. He may have had a twitch or muscle spasm. Then he probably winks at everyone. Depends on the situation.
