This mostly depends on your age. If you're a pre-teen, under 13, then I can understand why your mom wouldn't think you're ready. When I was a pre-teen I thought I was ready for a serious relationship, but now I see I wasn't.
If you're 13-15, then I think that it wouldn't be too much of a problem to have a boy that's a close friend, but nothing too serious. If this is you, then you can try to make a deal with your mom that you two won't get too too serious, because I know she's not going to let you go into a serious realtionship at such a young age.
If you're 16-19, well I think that you could be ready to handle a relationship, and that you should sit down and talk with your mother about how you feel about the whole idea of having a "companion" or "close friend".(mothers don't like the word "baby" or "boyfriend" too much...)
And see if she can meet you halfway because even at that age, she's bound to set limits to who you can see and what you can do. But no matter what age you are, you can just talk to her about it. There's no convincing thats going to happen, but she'll be able to tell by the way you talk if you're ready or not.
