how can I get one? Is thee a spiecial way to act or dress or look or talk or something?

Also, you don't just get a boyfriend by think POOF there he is. You have to make and cultivate relationships with guys and one of them may turn into boyfriend material. What you want right now may not be what you need.
Boys your age are well not very bright and still kids trapped between manhood so the maturity level is not there. Wait 2-3 years if I were you as girls are ahead that far than boys intellectually.
Relationships unfold and cannot be forced. You want the right guy for you don't you? Ypou need to wait then and get to know a boy well enough to even think of him as a boyfriend. You can become friends and eventually become boyfriend and girlfriend. You could wear makeup but not to much just a little to bring out your yes and skin complexation. Just acting like yourself will someone truely come around. Just try and be patient and take it one day at a time.
