Never use an old blade! Blades that are dull are not your friend!
What I use is Skintimate shave gel (or foam) and either a vibrance or mach3 razor. The shave gel has special conditioners to help make the shaving a bit easier on your skin.
What I suggest is letting it go for a while. Let the cuts heal up nicely before you attempt any sort of maintenance. Once you feel you've healed enough, trim the hair *carefully* with a pair of scissors before you take a razor to it. Try not to go over the skin too many times with the razor as that tends to cause problems.

And I'd seriously recommend against using soap consistently. I find soap dries everything out. When I shave my scrotum, I always used a bit of shaving cream and my mach3. [ TimmyTM's advice column | Ask TimmyTM A Question ]
