I will guess that you mean he stares at you when you ignore him. Which could be promising. Next time you catch his eye and make eye contact, smile at him. Its friendly, it doesn't scream "HEY I'M INTO YOU!" and if he smiles back it may lead to conversation. Good Luck.

Well.. I was the same way when I was younger.. I was always to shy to talk to a guy or say a word to them.. Like my cousin had alot of guy friends that liked me..and I could never talk to them.. I felt soo stupid.. You just need to get over that fear... Be yourself... Im not saying you have to be very talkative with him.. Just... If you see him.. Say Hi... Whats Going On... Start off with little things.. Then eventually you will beable to talk to him... If you see him staring at you.. Give him a cute little smile.. let him know you seen him looking at you.. and even the little smile will show you may also like him... Cuz.. He must like you if he stares at you and stuff..
