Does anybody know how to design a good bulletin bard with the theme as halloween with house hold items or really cheap stuff?

get a plain bulletin board and plaint it orange. get plain thumb tacks and buy halloween-themed buttons from a craft store near you and super glue them on to the thumb tacks. use the thumb tacks to pin up pictures from previous halloweens and other things that you want to post. good luck!
