okay , i really like this guy , and myy best friends know i do. And there all like you should tell him,b/c you never know he might like you back. but i dont want to b/c if he dont like me then i dont wanna get hurt. and plus i never talk to him. And my friend told him that she knew some-1 that liked him. So im really confused on if i should tell him or not.

Before you tell him you need to start talking to him. Ask him to hang out sometime and let him get to know you better. Flirt with him, and give him signs that you like him. Then when you tell him, there would be a bigger chance that he likes you too.
