okay. i dont know if i should make the first move. we have hugged and my friends told him i liked him and he had a big smile on his face. and we talk alot..

Ok youve already expressed your feelings for him and he knows you like him. Did he ever tell any1 his feelings for you? Even if a guy is shy, he'd at least tell some1 if he liked you, but im not hearing that.
As far you if you should ask him out? Hang out with him, enjoy each others company, and get to know 1 another better. Dont feel like you have to go out with a guy right away.
If he is the shy type, letting him to get know you is a big plus to help him work through his shyness. Just pay alot of attention to him, and have lots of fun.

My verdict? Just ask him out. I'm generally a pretty shy kind of person, and I wish girls would make the first move more often. Maybe your guy is like that, maybe he just hasn't worked up the courage to ask you yet. Either way, you're not going to know until _one_ of you asks, so you may as well take the initiative.

Flirt with him! Laugh at his jokes, smile at him. Call him or talk to him online, and ask him to hang out! If you want you could always simply just tell him that you like him!
