1. They are getting bored (harsh but true) but you can try to fix this. Try livening up the relationship more or by trying new things.
2. Something else is wrong. If they are extremely busy or have other personal problems, they may just need a break from any drama that has/could happen. You can politely ask if everything is ok but don't puch it.
3. A lame way to say its over. If this person tends to be shy with emotions or isn't always straight-forward, this may be a way to say it's over.
I am not saying all or even any of this is true, they are just possibilities. If you are unsure of the "rules" you have when you are on a break (dating others, flirting, ect...) then talk to this person that way there is not misunderstanding in the future.
