In some cases phimosis can be treated with steroid creams. In others, a minor surgical procedure can loosen the foreskin. In more severe cases, of course, circumcision is performed - but I believe that's quite rare, and you would have the option to refuse.
As for size, there are plenty of crooked companies that sell products which will supposedly enlarge a penis. I worked for one of them for six months. Please take my word for it: none of those products work. At best you'll waste your money and time. At worst, you could seriously damage your penis.
Depending on your age, there is still the possibility that you will grow. And if you are at least 4-5 inches long when erect, you're within the normal range. In any case, there are a lot of ways to please a woman - or a man - and yourself that don't require a huge penis. So try not to worry about it.
By the way, until your phimosis is properly treated, you can still probably have sex by using a generous amount of lubricant - assuming, of course, that you're above the age of consent.
