About your problem i think you should wear a bathing suit with a cute tank top on top, so that way your mom can't complain about your top showing too much of your cleavage. I would suggest to wear a white tank top. If you don't like that idea then wear a cute short skirt with a tube top or tank top. I'm sure whatever you wear you'll look GREAT!
