Last December I went to a party (not for a birthday) and it was a themed dance party. It was cold outside so we had hot chocolate and roasted marshmallows outside. I live in Texas, so I don't know how cold it gets where you live. You could probably borrow a friend's basement and if you have a theme, you can decorate it. If your friends wanted to, you could sit outside around a fire or something and roast marshmallows and make s'mores. That doesn't sound like a very expensive party.

First: IM ME PLEASE! =) hahaha I live in Pittsburgh,PA too!! =D

Well since it will be in the winter, it's gonna be freezing out. But maybe you should all go ice skating or something or have a snowball fight =) and then whenever you go inside just sit down get in pajamas, drink hot chocolate, and maybe watch movies and do eachother makeup and just talk and have a sleepover! =) And have a nice warm fire too =) That'd be awseome if I went to a party like that! Hope I helped!

Love,
MELii

Winter is a time for hot chocolate and being warm and cozy. Have a Pajama Party, especially if it's all girls.Bring in the fun movies, cuddle up in a circle aound the floor and talk girl talk.Do a seance, those are always a laugh.
Hope this gives you some ideas.
