Is a "shrug" a shag rug? Just kidding, I know what it is. But "shrug" seems like a combonation term of a "shag" and "rug" which is a real thing. I think it's time to call the wonderful Google onto duty, aye?

P.S. I don't know who Niki Hilton is, let alone what she was wearing!
