well, i'm afraid i really cant answer this shortly. if you really care about them and want to be with them for a long time, then you might love them. but you have to think of the future of your relationship and where you see it going. do you really feel great about this person? do good feelings overwhelm the bad ones? if this is it, you might love them. but only YOU can decide.
if you two fight and barely talk or are interested in other people, then you two need to figure it out. you probably dont have a good chance of being together, so figure out what you want to do.

if you say the three words without meaning it, you only make matters worse. and as i've been stressing, only YOU can determine your feelings and whether or not you love this person.
