You only posted 4 lines of conversation...it's not enough for us to be able to tell you he likes you. From those 4 lines it sounds like he might like you, or maybe he's just joking around or trying to be nice. Only you can decide because you actually know him.

was he talkin to you on the phone or in person. if he was talkin to you in person then he definitely meant it. you can tell by the look in his eyes and if he's looking directly at you and if he's been a good friend so far. if he said that over the phone then he must have good judgement and mean it when he says that you look good. so go with it, its a great compliment.

He could very well be into you. You mentioned that he hadn't seen you in 10 months, so does this mean you two have went out before or did one of you move away? If you are into him and you havent went out with him before, try and pursue the relationship you have with him. But, you havent seen him in 10 months, so would you really want to be having a relationship with this guy, are you going to see him anytime soon?
