The condom is put on just befoRe sexual inteRcouRse takes place. Also, many people choose to use condoms foR oRal sex as well, to help pRevent STD's. And as foR WHO puts it on.. it doesn't much matteR just as long as it is put on CORRECTLY. Hope this helps! =D
