Ok, first break up with the person your with now... really, if you'd leave him for another man then how fair is it to him to stay with him till you get something "better" when it would be just as easy to end it and move on... Also, if you're not single, then why would this other guy want to show intrest, there is a 10 times greater chance of rejection and everyone fears rejection, so break up with your boyfriend now, tell him things have changed and you need a change, then talk to this other guy, and if you're really bold ask him out, but when you're single, not with your boyfriend now...

First thing you need to do is break up with current boyfriend. It isn't fair to him for you to use him until another notices you. He probably won't notice you anyway if you are dating someone else.
You get a guys attention by talking to him. If you are interesting then he will ask you out. Since he has a girlfriend already though, chances of him paying much attention right now are slim. Plus it isn't really very nince to snag someone elses boyfriend.
