I'd just like to say I've never understood the term ''She/He is stealing my friend off me'' if these people were true friends they wouldn't let them selfs get 'stolen' but anyway.
Steal him back ;]
I mean if your brother can do it two can play that game, right?
Try and beat your brother to seeing him and calling him, that way you know he more than likely won't have anything planned already with your brother for later on. That way it's free for you to plan something with him.

Hmmm don't let your brother get in the way!!!!!!
Just call your friend to talk whenever you can, or try making plans with him! Maybe hang out with your brother whenever they get together or tell your brother you want to do things all together. GOOD LUCK!

My Brilliant Answer:
Steal him back. Just, steal him like your brother stole him from you. Oh, and just to make things fancy, if he complains about it, start crying, and talk about your stress, and emotional problems, and start being "You think I'm ugly!!!" And just run out of the room. I'm sure the guy would care about you, and your brother would be confused... I don't know if this helped or not. If it did, woot! If not.... I'm sorry, I tried....

If I were you, I would ask your brother if he could let the guy spend time with you once in awhile! That way, everyone gets to spend time with one another and be happy! :-D I hope I helped!
