Masturbastion has nothing to do with when your periods start. Some people just start later than others, that's a good thing, no one wants their period at that age anyway. A doctor can tell if you masturbate if your hymen has been broken but it's not a sure sign that you masturbate. The hymen can be broken in other ways. Even if the doctor did know then they wouldn't care. You can only tell if the hymen is broken by doing an internal examination, there wont be any signs on your face or anything.

Masturbation is normal and healthy, and won't effect how her body develops. It's also perfectly normal for a girl not to have started her periods by the time she's 14. Some girls do not start until they are 16 or 18, so your friend definitely shouldn't be nervous that she's somehow damaged her body because she hasn't started yet.
A doctor can't tell if you masturbate, but honestly. they don't really care if you do or don't, they're just looking to make sure everything is healthy down there, not to find out if you are sexually active. All the best.

No, masturbation does not stop your from getting your period and it won't slow down the process either. A gynecologist (gyno) cannot tell if you masturbate but if your friend has cut herself, somehow, by masturbating, then a gyno will assume that she does.
