Well you really can't tell if he likes you at this point but he definitely may be interested in you, since being picked on by a guy that doesn't pick on anyone else is a sign.

Well, thats not a lot of info to go on there, is it? But its possible, he may like you. If you're interested, try flirting with him and see what happens. If you aren't, just ignore it and he'll get the hint.
