You really can't tell if a guy wants to hug or kiss you because he will just hug you or he will ask if he can kiss you.

If he wants to hug you, he'll probably hug you. Then if he wanted to kiss you, he'll probably pull away from the hug and kiss you. There's no "real" way to know if he wants to hug or kiss you. It'll probably just happen.
