Only level 2 and 3 moderators have that power. But if someone sent a harassing question to your inbox, or if they stated something in a question that's against the site rules you can always file an abuse report. Just post the link to the question and as much info as you have.

You can't. Only level 2 or 3's can, but only for the purpose to moderate. User's names that ask questions are kept confidental.
