I mean... they can think they're in love but they may just be substituting the word for big crush. What love is is when you can't stop thinking about that person, you feel liek you'd do anything for them, and they're basically your other half. So the answer is most likely no, but it could always happen. Usually people dont really fall in love till they're engaged/married b/c thats a strong point in a relationship, and love is a strong word.
