invite him over and do something fun, ask him to go to the mall with you, go out to eat, go for a walk, bike riding, ice-skating, do SOMETHING! it kinda seems like he might have someone else on the side and thats MAYBE why he doesnt want to hang out with you .. hey i could be wrong .. but i mean thats pretty rude of him, not wanting to hang out w/ your girlfriend. what the fuck did he think you guys would be doing when he asked you out??? but if he keeps being an ass, dump his ass and go for someone who's at least a little more fun!

Talk to eachother on the phone, if you have a cell phone, let him call you at night time...and talk all night...get to know more about eachother you know? You guys can hang out at the foodcourt at your local mall...or go over to his house and study together. good luck*

Call him..go over to his house..have him come over..watch movies at home instead of going out..you don't always have to go out somewhere! Even if that's boring..it's always better to be bored with more than one person than it is to be bored alone..
