Well, Ive liked this guy named Wesley for a while, and hes not supper popular but I stil like him and stuff. So, my friends asked him if he liked me because I was too much of a chicken. So then he was like "i want her to tell me" so i did, and he still isnt telling me anything. I kinda think he likes me and all his friends tell me that, so What should I do, why do u think he isnt telling me anything?

He may be sorting out his feelings. You know trying to understand exactly how he feels. What I would do since you have already told him how you feel is go up to him (when he is alone, NO friends) tell him you need to talk and ask him how he feels about you, whether he likes you or not. If he doesn't answer or trys to ignore you he may not be the best guy for you.
This may take a lot of courage on your behalf but then you would know. Do give him a chance he may really like but can't get it out. He may just have a hard time expressing his feelings but if he doesn't give you answer if you talk to him I really don't think he is worth your attention.

he's probably shy. guys can be shy to, no matter how perfect he is. guys with "unpopular" reputations tend to be on the quiet side as well. he's just as afraid of being rejected as you are.
what does it matter if he's not popular anyway? its the unpopular ones that are going to make all the money in the world out of highschool.
