Technically they are bruises.. it's broken blood vessels. You give/get them by sucking on someone's neck [chest, or arms], or having your neck [chest, or arms] sucked on for an extended period of time [30 seconds, 1 minute, 2 minutes..] Hope I helped!

Basicaly they are bruises caused by someone sucking on skin, and bursting a bunch of capillaries, then pulling the blood to the surface.
