Life really is a roller-coaster with it's ups and downs and varying speeds. It is totally normal to want to pleasure yourself at that age. If you keep it private and don't use anything on yourself that will cause harm - go ahead and enjoy. It is teaching yourself how you like to be touched and where you like to be touched. The more you know how your body works and feels, the better it is when you finally have full sex.
In my own personal opinion I believe that someone is a virgin until they have consensual sex with another person. All the best.
