So I really want to have a black and white picture, and then change the color of my eye's or like a ribbon in my hair. How do I do this? And what program can I download[must be free]? Thanks!

Download the GIMP:

And then follow this guide:

If you want your eyes a different color than they really are, skip the layers in the guide and just make it black and white. Then change it back to RGB. Use a transparent(30% opacity should be fine) paintbrush to paint your eyes whatever color you want.
