18th birthday on a budget ideas

I'm turning 18 in June (so winter) and here it is legal to drink when you turn 18.
I have 6 best friends and about 17 in my friendship group. I don't have a lot of money but want to do something for my birthday. I was thinking of just going out for drinks and food and then to have a sleepover with my best friends but the drinks and food can work out really expensive. What can I do on a budget? I can't go to any clubs because I'm headgirl at my school and if they find out they will take it away from me. There also aren't really any free venues here
