I personally have a Labtec brand keyboard and mouse (both wireless) that i bought several years ago and they both still work great. I got them on a black Friday sale and they where super cheap.
If you don't mind a used one, I would check either Ebay or Craigslist but chances are you might have the inconvenience of either having to meet someone to pick it up or end up getting charged a lot for shipping. You can also find used items on Amazon which I believe would be more secure.
If you want something new, from a physical store i might suggest Walmart or something like Dollar General or Family Dollar if you have those in your area. On occasion, the grocery chain Aldi also carries some computer stuff.
If purchasing new online, I would either go to Amazon or try using Google Shopping to compare prices at different stores.
No matter what you do, I would suggest you try to find some type of review on the product you are thinking about purchasing before you buy it. Again, for this purpose, I would turn to either the reviews on Amazon or a Google search for product review. [ Pittguy's advice column | Ask Pittguy A Question ]

Even in a metropolitan area as I live in, not all Pawn shops have any instruments. So call ahead and ask if they have any keyboards and the price. Then go check it out to make sure it works.
Then there's always Craigs List but be careful about meeting in a neutral location like inside a local coffee shop where you can plug in and check it out and have safety of people around you.
In some area's, there are on line places set up to recycle your goods, giving away for free. We have one called Free-cycle. There may be others. My daughter used it heavily to furnish her apt. when ist married and also to get crucial baby things later like crib and playpen. And it was not junk. Her couch was a nicer piece than my own. The people who are well off and want a change of scenery don't need the cash and are willing to give away really good stuff often or you can put an ad in saying what you are looking for as well. Caution, treat this venue the same as you would Craigs list for safety sake. Good luck with learning piano. My mother in law played her baby grand at home but when they began the retired couple travel the country thing, she missed her piano and bought a small keyboard to take along. After a few years, she decided she didn't like it and brought it over. My middle daughter was about 9 at the time and played on it all the time. We couldn't afford lessons so she self taught herself to play keyboard so this brings back memories. At one point she could hear a tune on a show and play it over and over on her computer til she memorized it and played it by ear. When she was producing beautiful pieces consistently, we knew it was time to get her a fancy one on a stand that plays the different beats, different instruments and can have one song saved and each instrument added to the piece as played. She's still playing and writes her own music tho not publishing it. [ Dragonflymagic's advice column | Ask Dragonflymagic A Question ]
