You need to put a rational head on and ask yourself, why did you cheat on your ex? Do you love them both but arn't in love with any of them?
Also, be honest with yourself. Will your ex even consider taking you back? Why should she? She may have moved on. Well you can't have two girlfriends! If you're serious about trying to get your ex back, you can't be playing another girl because thats not fair. You need to break up with this other girl, but only if you're sure your ex will listen to you.
If you don't speak to your ex anymore, and want to then I suggest (in your circumstance) starting with a small note, rather than an informal text or a phone call she'll probably not answer.
Say what you need to; make your feelings clear but make it breif and offer to talk to her about it in more detail. If she refuses, then you can't really blame her. But the bottom line is it will have made you stronger.
I don't know what other things are going on in your life that make you feel like you NEED a girlfriend, but my advice would be to break up with this girl your currently with as your obviously distracted by your ex and this is not fair in anyway on this girl.
