it's ok you're still growing, I'm assuming your size is petite as well?
Just give it time till your period arrives they will start shaping up. Eat well, play sports, you're fine.

They will start growing when you start your period and begin going through puberty. Sadly though there is no way to tell when exactly this will happen!
I'm 23 and mine never developed until I was about 17. But that is how it was for me. Yours might start getting bigger by the end of this year or ever two years from now!! Only time will tell!

Unfortunately, nobody can give you a hard answer. The rate of breast development is different from woman to woman. Some are fully developed by age 12, some take until their 20s. Some never really stop growing. It'll happen eventually, even if it feels like forever right now :)
