Hey im 13 and i really liket this 16 year old guy. i really want him to feel me up and i want to touch him.... is this weird?

I think not. It isn't weird. You're just going through a phase. You're just experementing your feelings. I don't think it's weird at all, it's just your hormnes acting up, but don't try to pursue your thought you both might in serious trouble especially the 16 year old. Best of luck. :)
