It depends, does your best friend like him back? Either way I think you should tell her. If she is really your best friend she won' dare make a move on him.
Now advice to make him like you instead of her perhaps, is talking to him more. Go to him for example, ask him if he needs help to get the person he likes, which in this case is your best friends, so make him think you are helping him. But then you would be spending so much time with him, and he will hopefully start liking you.
Most important piece of advice, be positive.
