I've liked this boy for a while, I finally got the courage to ask him out, and he said "its not a yes, but its not a no" what does he mean!x

This means... He needs time, he needs time to figure everything out, whether he does really want to be with you or not. All you can do it give him time, don't pester him and keep asking him about it, just wait until he comes up with it. :)
