This means... He needs time, he needs time to figure everything out, whether he does really want to be with you or not. All you can do it give him time, don't pester him and keep asking him about it, just wait until he comes up with it. :)

Leave her too it for a while, if she cares she'll come back, if she doesn't then I'm afraid it's not meant to be. Girls love the chase, that's why she must be being like she is...
